The Atlas grades every state on 25 factors weighted equally — which is why so many cluster in the C tier. But nobody weighs all 25 equally. Tell the instrument what you care about and it re-ranks the whole continent — fifty U.S. states and thirteen Canadian provinces and territories — for your life: a match score, which of your must-haves each state actually meets, and how far your priorities move it from the book's equal-weight grade. The A–F grade stays honest and fixed; what changes is the order — and who lands at #1.
